On the afternoon of May 20, a follow-up consultation meeting was held for Proposal No. 128 of the 4th Session of the 5th District Committee of the Chinese People's Political Consultative Conference (CPPCC), titled “Suggestions on Promoting Collaborative Overseas Expansion by Enterprises to Shape New International Competitive Advantages.” The meeting aimed to further mobilize government-enterprise collaboration and inject new momentum into enterprises' overseas expansion efforts. Ge Yuhong, Chairperson of the District CPPCC, attended the meeting and delivered a speech.

At the meeting, the District Commerce Bureau and co-organizing units reported on the progress of implementing the proposal. In recent years, Xiangcheng District has focused on the global development needs of enterprises, implementing measures such as strengthening policy guidance and platform construction, deepening process training and market expansion, improving compliance operations and risk management, expanding financing channels and financial services, and promoting brand building and intellectual property protection. These efforts have comprehensively optimized the service ecosystem for enterprises going global, continuously supporting enterprises in expanding into international markets. According to reports, in 2024, the district added 51 new overseas investment projects, representing a year-on-year increase of 4.1%. Since the beginning of 2025, the district has added 14 new overseas investment projects. As of April this year, the district has accumulated 185 overseas investment projects, with a total agreed investment of 623 million US dollars from Chinese entities.

Proposal committee members expressed approval for the achievements in handling the proposals. “We hope that relevant departments will strengthen policy promotion for enterprises, disseminating policy information through multiple online and offline channels.” It is suggested to establish an overseas business knowledge database to systematically integrate key information." At the event, proposal committee members and relevant enterprise leaders put forward numerous valuable opinions based on their own development realities.

After carefully listening to the remarks from all parties, Ge Yuhong pointed out that the District Commerce Bureau and other departments should focus on the needs of enterprises, accurately identify the common issues and demands faced by enterprises during their overseas expansion, convert them into a task list, and accelerate the implementation of these tasks. Efforts should be made to strengthen government-enterprise collaboration and coordination, integrate resources from the Chamber of Commerce and Industry organizations and enterprises, establish efficient communication and service platforms, and set up more overseas service points to provide comprehensive support for enterprises “going global in groups.” Enterprises should actively expand their global footprint, accelerate the construction of a collaborative ecosystem network among enterprises based on “mutual complementarity of capabilities, shared risk-bearing, and shared benefits,” unleash the synergistic effect of “1+1>2,” and continuously enhance their overall competitiveness in overseas markets.

Attendees included representatives from the District CPPCC Proposal Committee, the Economic and Agricultural Affairs Committee, relevant district department heads, proposal committee members, and enterprise representatives.
